The Communications
Bill, introduced to the House of Commons in November 2002,
puts the Government's proposals into effect. These include the
reform of regulation in the communications sector with the introduction
of The Office
of Communications (OFCOM). It is proposed that this Bill will
mould the shape of British broadcasting for at least the next
decade as we move into this new digital era.
As well as establishing the functions of OFCOM, the Communications
Bill addresses the issues of networks, the radio spectrum, television
and radio services and the licensing of TV reception and competition
in the communications markets.
